Tom Ogora
Head of Supply Chain Management

 Tom Ogora MCIPS is the Head of Supply Chain Management in the State Department for Lands and Physical Planning.

Tom Ogora is an accomplished public sector procurement and supply chain professional with over 20 years of service. He is currently posted by the National Treasury to serve as the Head of Supply Chain Management at the State Department for Lands and Physical Planning, where he oversees and provides leadership in all aspects of procurement and supply chain operations.

Tom has played a pivotal role in strengthening Kenya’s public procurement systems across multiple government entities, including the State Department for Medical Services, County Governments of Embu and Kirinyaga, and The National Treasury. His leadership has been instrumental in the implementation of modern inventory management systems, capacity building of decentralized procurement teams, and driving compliance with the Public Procurement and Asset Disposal Act.

A strategic leader in public procurement reform, Tom’s contributions extend beyond administration. He has consistently advised Principal Secretaries and senior government officials on procurement matters, interpreted international trade and procurement laws, and provided strategic direction in the management of risk and governance within supply chain functions. Notably, during Kenya’s transition to a devolved system of governance, Tom was appointed by the Constitution Transition Authority to serve as Interim Head of Supply Chain Management for Kirinyaga County, where he successfully established the county’s procurement structures from the ground up.

Mr. Ogora holds a Master’s degree in Strategic Management, and a Bachelor’s degree in Accounting and Finance, both from Kenya Methodist University. He is also professionally certified by the Chartered Institute of Purchasing and Supply (CIPS) and is a licensed practitioner in good standing with the Kenya Institute of Supplies Management (KISM). His license under the Supplies Practitioners Management Act affirms his commitment to ethical, transparent, and compliant procurement practice in the public sector.

Through his extensive public service, Tom has developed deep expertise in procurement policy, supplier management, tender evaluation, contract negotiations, risk mitigation, and e-government procurement strategies. He is widely recognized for his integrity, diligence, and professionalism, and is committed to mentoring upcoming procurement professionals and improving procurement performance across government institutions.

In his current role, Tom continues to lead procurement operations that support the State Department’s strategic goals, ensuring value for money, legal compliance, and enhanced service delivery to the Kenyan public.
