State Department for Lands expands digitization in Mombasa, bringing more land transactions on to Ardhisasa

State Department for Lands and Physical Planning has taken another significant step towards onboarding additional registration sections (blocks) in Mombasa onto the live Ardhisasa platform, marking another major milestone in the Government's ongoing digitisation of land administration services.
In a public notice, the State Department said effective 20th July 2026, all land transactions relating to the newly onboarded registration sections (blocks) will be processed exclusively through the Ardhisasa platform. Consequently, manual processing of transactions for these sections will cease from the same date.
The latest onboarding builds on the successful rollout of Ardhisasa in Mombasa/Block XVI and Mombasa/Block XVII on 21st July 2025, further expanding access to efficient, transparent and paperless land services in the county.
The State Department has urged landowners, conveyancing professionals, surveyors, valuers, advocates and all members of the public transacting within the affected registration sections to submit their applications through the live Ardhisasa platform.

The onboarding forms part of the Government's broader land reforms aimed at transforming land administration through digital technology. Since the launch of Ardhisasa in Nairobi in 2021, the State Department has progressively expanded the National Land Information Management System (NLIMS) to other parts of the country.
In recent years, the Department has successfully rolled out Ardhisasa to Murang'a, Isiolo and Mombasa Island, while continuously onboarding additional registration sections to the live platform. The digitisation programme has significantly reduced transaction timelines, enhanced transparency, minimized opportunities for fraud and eliminated many manual processes that previously delayed service delivery.
The reforms have also strengthened revenue collection through the integration of digital payment systems, improved the security and integrity of land records, and enabled citizens to access land services online without unnecessary visits to land registries.

The State Department remains committed to the nationwide rollout of Ardhisasa as part of its broader agenda of delivering accessible, efficient, secure and citizen-centred land administration services across Kenya.
