State Department for Lands and Physical Planning Scoops Six Awards for Digital Innovation and Service Delivery

The State Department for Lands and Physical Planning has scooped six awards at the Digital Transformation Public Sector (DTPS) Forum and Awards 2026, emerging as State Department of the Year in recognition of its digital transformation, innovation and efforts to enhance land service delivery.
The State Department was recognised across several digital categories for solutions including the National Stamp Duty Module (NSDM), ArdhiPay, the National Land Information Management System (NLIMS) and Ardhisasa, highlighting the growing use of technology to make land services more accessible, efficient and transparent.
Speaking during the awards ceremony, Cabinet Secretary for Information, Communications and the Digital Economy William Kabogo congratulated the institutions and individuals recognised for their commitment to innovation and excellence. The DTPS Forum and Awards 2026, held in Mombasa under the theme “Advancing Digital Government, Enhancing Service Delivery,” brought together government institutions, technology partners, development partners and other stakeholders in Kenya’s digital transformation journey.
The State Department was named State Department of the Year for the National Stamp Duty Module (NSDM) and was also 1st Runner Up in Best Digital Innovation, Financial and E-Commerce Services for the same innovation.
The National Stamp Duty Module is a digital solution that automates the assessment and payment of stamp duty for property transactions, helping make the process faster, more transparent and efficient.
The State Department also received the Best Digital Inclusion and Accessibility Award for ArdhiPay, its digital payment platform that enables customers to make electronic payments for land-related services.
The Best Collaborative Government Digital Initiative Award was presented to the State Department for the National Land Information Management System (NLIMS). Lands ICT Director Leonard Maritim received the award on behalf of the Principal Secretary for Lands and Physical Planning, Hon. Generali Nixon Korir, representing the State Department at the ceremony.
The State Department further received the Digital Communications Excellence Award for Ardhisasa, while NLIMS was named 1st Runner Up in Best Digital Innovation, Natural Resource Management.
Ardhisasa is the digital platform through which citizens and other stakeholders access land-related services online, while NLIMS is the National Land Information Management System that supports the digitisation and management of land records and land administration services. NSDM digitises stamp duty processes, while ArdhiPay facilitates electronic payments for land services.
Together, these digital solutions form key components of the State Department's digital transformation agenda, supporting the shift from manual land administration processes towards integrated, accessible and increasingly cashless service delivery.
The recognition underscores the State Department for Lands and Physical Planning's continued efforts to leverage technology to improve efficiency, transparency and accessibility in land administration and enhance service delivery to Kenyans.
