State Department for Lands Accelerates Digital Transformation of Land Services

The State Department for Lands and Physical Planning is accelerating the digital transformation of land services as part of ongoing efforts to make land administration more efficient, transparent, accessible and responsive to the needs of Kenyans.
Speaking at the Kempinski hotel in Nairobi during the Digital Land Governance Programme (DLGP) Programme Advisory Committee meeting, Cabinet Secretary for Lands, Public Works, Housing and Urban Development Hon. Alice Wahome, reaffirmed the Government’s commitment to leveraging technology to transform land governance and improve service delivery.
"Digital transformation is core to better and efficient service delivery. We therefore must adopt a synergistic approach towards ensuring we serve the people of Kenya with the effectiveness, timeliness and efficiency they deserve,“ said CS Wahome.
The CS highlighted the progress made by the State Department in digitising land records, processes and customer-facing services, including the rollout of Ardhisasa , the National Land Information Management System, which is now live in Nairobi, Murang’a, Mombasa and Isiolo.
The digital transformation has also seen the onboarding of the Ardhipay payment gateway and National Stamp Duty Module (NSDM), enabling cashless transactions across land offices countrywide. Through the DLGP, more than 800 officers have been trained on NSDM, while 30 land offices have received ICT equipment and other infrastructure to support digitisation.
Hon. Wahome emphasised the importance of a coordinated approach among institutions involved in land governance, noting that stronger integration of land information systems will enhance effectiveness, timeliness and efficiency in serving Kenyans.
FAO representative in Kenya Farayi Zimudzi said the organisation was working across county sectors to strengthen data and evidence systems that can inform decision-making, improve service provision and support revenue collection.
As the DLGP enters its final year, the State Department will continue building on the gains made in digital land governance and working with partners to extend the digitisation agenda to more counties.
Also present during the PAC meeting were, Prof. Anyang Nyong’o (CoG, Chair for Lands, Housing & Urban Development Committee), joined virtually; Dr. Abdullahi Alawy (Chairperson NLC); Hon Justice Oscar Angote (Presiding Judge, Environment and Lands Court); Ms. Kabale Tache (CEO, NLC); Ms Sanne Willen (Head of Unit, European Union); Mr Eric Nyadimo (Chair of the Lands & Physical Planning Sector Board); Dr. Mwenda Makathimo (CSO Representative); Ms Susan Yara (Academia Representative), and Mr Nicodemus Mbwika (representing the CEO of CoG). Ms Husna Mbarak (FAOs Lead Governance and Social Inclusion and the Programme Manager for DLGP).
The cabinet Secretary was accompanied by the Lands Secretary (Sarah Maina) and the National Land Information Management System (NLIMS) Director Monica Obongo.
