Parliament Seeks More Funds to Boost Lands Digitization and Services

The National Assembly Departmental Committee on Lands has proposed to appeal for additional resources from the National Treasury to support the State Department for Lands and Physical Planning in delivering its mandate.
The Committee session, held at Continental House, was chaired by Mugirango North Member of Parliament, Joash Nyamoko.

Speaking during the presentation of the 2026 Budget Policy Statement to the Committee, Kaloleni Member of Parliament, Hon. Paul Katana, emphasized the urgent need to address the funding deficit facing the State Department.
"There is a need for this Committee to sit with the State Department for Lands and the National Treasury to discuss this matter because the State Department can generate a lot of revenue if it is adequately funded,” said Hon. Katana.
Appearing before the Committee, Lands and Physical Planning Principal Secretary, Generali Nixon Korir, outlined the Department’s proposed projects and respective expenditure allocations for the 2026/2027 Financial Year.

The Principal Secretary highlighted several priority programmes that could not be fully accommodated within the 2026 Budget Policy Statement expenditure ceilings due to limited allocations.
He noted that while this year the State Department requires KES1 billion to effectively implement its planned digitization programmes, the proposed allocation for the 2026/2027 Financial Year stands at KES515 million, resulting in a shortfall of KES485 million.
The PS expressed concern that declining allocations for digitization in recent years have slowed the pace of land records automation and service delivery.
“It is our wish to secure adequate resources to accelerate digitization, enhance service delivery, and unlock the full revenue potential of the lands sector,” said the PS.

He further noted that other critical areas facing funding shortfalls include acquisition of land parcels such as Kedong Ranch, settlement of the landless, and provision of equipment and ICT infrastructure in land offices.
Members of the Committee present included Hon. Fatuma Jehow Abdi, Hon. Joseph Gitari, Hon. Eng. Thuddeus Nzambia, Hon. Robi Mathias, Hon. Gideon Ochanda, and Hon. Ali Wario.
The Committee reaffirmed its commitment to supporting the State Department in securing adequate funding to enhance land administration, improve service delivery, and strengthen revenue generation for the country.
