Historic Milestone as Lands CS and PS Issue Community Land and Public Institutions Title Deeds in Samburu East

In a historic first for Samburu East, Cabinet Secretary for Lands, Public Works, Housing and Urban Development Hon. Alice Wahome today led the issuance of 60 title deeds to community land and public utilities, marking a major breakthrough in securing land tenure and unlocking development in the region.

Of the 60 title deeds issued, covering a total acreage of 369,304.37 acres,5 are for community land, while 55 for public utilities, covering 6 schools, 8 trading centres, 3 dispensaries, a cemetery, an airstrip, several water pans, churches, and 2 police stations, among other critical public facilities. Out of these, 33 public utility titles were allocated to the County Government.

Speaking during the event, held at Ndonyo Wasin Primary School, the CS, who was accompanied by Lands and Physical Planning PS Generali Nixon Korir, said the issuance of title deeds will play a key role in unlocking development and strengthening land tenure security in Samburu East.

"This milestone will help residents unlock development opportunities and secure public assets for generations to come. We shall also engage with leaders on modalities of extending titling programmes to other parts of Samburu West,” she said.

The CS further urged residents to maintain peace and avoid community conflicts, emphasizing that stability is essential for sustainable development and effective utilization of land resources.

PS Korir thanked Samburu East leaders for their strong advocacy in pushing for the issuance of the title deeds, noting that collaboration between national and county leadership was key to achieving the milestone. He urged residents to put the land into productive use through investment and development initiatives that will improve livelihoods and drive economic transformation.
In his remarks H.E. Jonathan Lati Lelelit, Governor of Samburu County, described the initiative as “the best thing the government has done for Samburu,” appreciating the strong collaboration that has made this achievement possible. This milestone goes beyond issuance of documents. It secures the foundation for development, protects public assets, and strengthens confidence for investment.

Samburu East Member of Parliament Hon. Lentoijoni Lekumontare expressed his joy and appreciation for the issuance of title deeds, noting that it marks a major step in resolving long-standing land challenges in the constituency and unlocking development opportunities for residents.

Senator Hon. Hezena Lemaletian welcomed the issuance of the title deeds, saying it is a big step for the people of Samburu East. She said the titles will help residents have ownership of their land, bring development, and promote peace in the area.
"This is a great day for Samburu East. These title deeds will give our people security and open doors for development and investment in our community," said Hezena Lemaletian as she thanked the CS for the achievement.

MCA Hon. Lpesina Kelvin Lemantaan (Waso Ward) welcomed the move, describing the title deeds as “not mere papers” but instruments that will unlock development and secure community resources. He also raised concern over access to land services, noting that the current registry in Nyahururu is too far, and appealed for decentralization of services. He further called for improved water access in schools and market centres.

The issuance marks a significant step in addressing long-standing land tenure challenges in Samburu County and forms part of the Government’s broader agenda of land reforms, digitization of services, and equitable access to land ownership across the country

Also present during the exercise, were key area leaders including Senator Steve Ltumbesi Lelegwe, Samburu Women representative Pauline Lenguris, MCAs among other local leaders.
