Head of Public Service Holds Consultative Engagement with all Lands and Physical Planning staff led by PS Korir

The Chief of Staff and Head of Public Service, Felix Koskei, today chaired a virtual consultative forum with staff of the State Department for Lands and Physical Planning, under the theme: “Strengthening and re-energizing various sectors within the public service to enhance performance, with the aim of delivering quality and timely services to the public.”
The engagement is part of ongoing efforts to revitalize and reinvigorate the public service by promoting efficiency, accountability, and transparency across government institutions.
In his address, the Head of Public Service issued a firm warning to land officers involved in fraudulent practices, particularly the manipulation of land records, stating that such actions will attract swift and visible consequences.
The Chief of Staff and Head of Public Service, Felix Koskei, when he chaired a virtual consultative forum with staff of the State Department for Lands and Physical Planning.
“The majority of delays in the land sector are not due to system failures, but are intentional and meant to portray Government as corrupt. This must come to an end. Systems interact with officers, not other systems,” he emphasized.
He further directed the State Department to take charge of and fast-track the processing and issuance of land titles for public institutions.
To enhance coordination and eliminate inefficiencies, he called on all key directorates including Survey, Land Registration, Land Administration, Land Adjudication and Settlement, Physical Planning, Valuation, and the National Land Information Management System (NLIMS)to work in a more integrated and collaborative manner.
The Principal Secretary for Lands and Physical Planning Hon. Generali Nixon Korir, welcomed the engagement and reaffirmed the Department’s commitment to reforms aimed at improving service delivery and restoring public trust.

“This forum comes at a critical time as we continue to address challenges affecting the sector, including delays in service delivery, fraudulent practices, and the need for stronger coordination across our directorates,” the PS noted.
“We are taking deliberate steps to strengthen accountability mechanisms, enhance efficiency through digitization, and ensure that any officer engaging in malpractice is held responsible.”
He also commended staff for their dedication and resilience, noting that despite existing challenges, significant progress has been made in improving systems and service delivery.
“I appreciate our staff for their commitment and the work they continue to do. Together, we must uphold integrity, work efficiently, and deliver services that meet the expectations of the public.”
